*HB 1152 was originally introduced in the House to amend the current conversion charter school law.  The Senate approved a "strike-all amendment", essentially replacing the orginal bill language with the language from SB 2401 (with a few changes)

"Making Sense of Charter School Studies: A Reporter's Guide" (2011)

This is a layperson's guide on how to critically evaluate education studies.  It was originally created for reporters, but is useful to anyone interested in understanding charter school studies, or other education research.  Below are three of the ten questions that should be considered when evaluating studies:

  • Does the report compare apples to apples?
  • How large and representative is the study's sample and comparison group?
  • Who conducted the study and who paid for it?

Center on Reinventing Public Education: National Charter School Research Project

"The Effect of Charter Schools on Student Achievement: A Meta-Analysis of the Literature" (2011)

The National Charter School Research Project has conducted a meta-analysis (review of all the research) of high-quality charter school studies.  It summarizes the best research and findings on the academic performance of charter school students.  As the quantity and quality of studies have increased in recent years, charter school researchers have been better able to determine whether these schools are performing well, and in what context.

Council for Research of Education Outcomes (CREDO)

"Multiple Choice: Charter School Performance in 16 States"

This study found wide variance in the academic performance of charter schools: while some outperformed their traditional public counterparts, most showed no significant difference and others did worse. This finding is driven by the disparity in the state-level performance of charter schools. In other words, while charter schools in four states in the sample are outperforming their traditional school counterparts in both reading and math, states with underperforming charter sectors contributed most of the charter schools in the national sample. This finding—that some states are getting it right while others are not—is, in our opinion, the most significant finding from this study.

"A Serious Statistical Mistake in the Credo Study of Charter Schools"

Dr. Hoxby argues that errors in the CREDO statistical formula led to skewed results in their study of charter schools in 16 states.

CREDO's second charter school study finds that charter school students in New York City significantly outperform students in the city's traditional public schools in reading and math. New York was not included in CREDO’s 16-state study due to data availability.

This paper is a review of seven academic studies designed to measure the educational outcomes of KIPP schools.

Dr. Thomas Kane, Harvard Graduate School of Education/MIT/The Boston Foundation

"Informing the Debate: Comparing Boston's Charter, Pilot, and Traditional Schools" (2009)

 This study of schools in the Boston area used a research design based on school lotteries, which allowed for direct comparison of charter and pilot school students with the peers.  The study suggests that charter school students in Boston outperform their peers in other public schools.
