On February 28, the Senate Education Committee passed a “strike-all” amendment that eliminated the proposed changes in the original version of HB 258. As amended, the bill simply leaves open the code section on the Educational Facilities Revolving Loan Program for possible amendment.

Explanation of the Bill


As introduced, House Bill 258 would have extended the date of the repealer on a provision that requires monthly payments to be disbursed to the Educational Facilities Revolving Loan Fund.

The Educational Facilities Revolving Loan Fund replaced the Public School Building Fund, a rarely-used grant program, in 2022. The Loan Fund provides interest-free loans for public schools to use for facility improvements. It is funded through monthly payments of $1.7 million, which previously went to the Public School Building Fund. The monthly payments are set to expire on July 1, 2023. Before it was amended by the Senate Education Committee, HB 258 would have extended the disbursement of monthly payments until July 1, 2026.
