Explanation of the Bill


As introduced, SB 2333 would establish the “Seizure Safe Schools Act,” which would require every public school to have at least one employee who has met training requirements to administer seizure rescue medication. It would also require the parent or guardian of a child who experiences seizures to provide written authorization for the administration of seizure medication, as well as a statement from the child’s doctor.  School employees acting in compliance with a student’s individual health plan to assist with seizure rescue would be exempt from criminal and civil liability. 

On February 28, the House Education Committee passed a “strike all” amendment to SB 2333. The amended version of SB 2333 maintains the original bill’s provisions related to seizure safety, but it also includes several additional provisions that include language from House bills that have died.  

Among these is a proposal to create the Mental Awareness Program For School (originally introduced in HB 1227). This would require educator preparation programs (EPPs) to incorporate mental health instruction, establish guidelines regarding the number of students served by a school counselor, and initiate school-level teams to help identify and assist students who have been impacted by trauma.

The amended version of SB 2333 would also expand the Dyslexia Therapy Scholarship to allow Certified Academic Language Therapists to provide dyslexia therapy in schools (originally introduced in HB 1200). Currently, dyslexia therapy can only be provided by MDE-licensed dyslexia therapists, so this provision would increase the pool of therapists who are eligible to provide this service. 
Lastly, the amended version of SB 2333 would require public school bus drivers to be trained in first aid and CPR (originally introduced in HB 63).
