Explanation of the Bill
House Bill 1412 would create a pilot program for the MS Workforce Dual Enrollment for Career and Technical Education Grant Program, subject to appropriation.
The Office of Workforce Development would distribute funds received for the program to the Delta Workforce Investment Area, the Twin Districts Workforce Investment Area, the Mississippi Partnership Workforce Investment Area and the South Central Mississippi Workforce Investment Area. It would be used to fund dual enrollment courses in priority sectors at community colleges. The Office of Workforce Development would determine which courses qualify.
Each workforce investment area listed above would pay community colleges $150 per credit hour for each student enrolled in a qualifying dual enrollment course.
By October 1 of each year, the Office of Workforce Development would be required to submit a report to the Governor, the Lieutenant Governor, the Speaker of the House of Representatives, the Chairmen of the House and Senate Education Committees, the Chairman of the House Workforce Development Committee and the Chairman of the Senate Economic and Workforce Development Committee. The report would include:
- The number of students being served by the program;
- The increase in the number of dual enrollment students;
- The courses being most and least utilized with the program;
- The number of students who are enrolled in dual enrollment as a result of the program and who are interested in furthering their training in the program after their course ends; and
- Any other appropriate information.
The Office of Workforce Development could use up to 1% of appropriated funds for program administration. The qualifying districts could use up to 2% of appropriated funds for program administration.
This act would take effect on July 1, 2025.
