Explanation of the Bill
As amended, House Bill 1439 would establish the Mississippi School Accountability Dashboard Act.
Under this bill, districts would compile specific accountability data into a single-page graphic and publish this on the main page of their website. For the 2025-2026 school year, school districts would be required to publish this data by September 30, 2025. In subsequent school years, districts would be required to update their dashboards within three weeks of the publication of annual district accountability ratings by the Mississippi Department of Education (MDE).
Required Data
The dashboard would include, but not be limited to, the following metrics:
- Schoolwide Metrics:
- School accountability letter grade
- School district accountability letter grade
- Graduation rate
- Grade 8 reading and math proficiency and growth
- Grade 3 reading and math proficiency and growth
- Truancy/absenteeism rate
- Dropout rate
- Student-to-teacher ratio
- College, Career, and Workforce Readiness Metrics:
- College placement rate
- Job placement rate
- Military placement rate
- Average ACT and ACT WorkKeys scores
- Specialty class offerings (e.g., advanced placement, career-technical education, dual credit, industry internships)
- Teacher and Staffing Metrics:
- Number of teachers with advanced degrees/certifications
- Number of teachers with industry experience
- Teacher turnover rate
- Number of long-term substitute teachers utilized
The MDE must identify any other relevant data that should be included in published dashboards beginning with the 2026-2027 school year. Local school boards could also choose to include additional data that are relevant to the overall performance of schools in that school district.
MDE Responsibilities
The MDE would develop and provide a standardized template for school district data to ensure consistency in reporting by all public schools and districts. They would issue guidance and the dashboard template to all school districts by August 1, 2025.
The MDE would be responsible for ensuring compliance by all public schools and districts. They would oversee the accuracy and consistency of dashboard data across districts and provide technical assistance as needed.
This act would take effect on July 1, 2025.
