Explanation of the Bill


Senate Bill 2524 would allow local school boards to enter into public or private contracts for the sale of “wood waste, wood fiber, pulpwood, or biomass” on sixteenth section lands. Terms of the contracts would require approval from the Mississippi Forestry Commission and the Secretary of State. 

Sixteenth section lands are “school trust lands,” meaning that revenue generated from the land is used to finance public schools. Local school boards serve as the trustees of the lands and are in charge of its day-to-day operations. There are several ways in which revenue may be generated from these lands, including through the sale of hunting permits or land leases. SB 2524 would create a new avenue through which the land could generate revenue.
