Explanation of the Bill

HB 1100 creates the Mississippi Childcare Teachers Shortage Study Committee. The goals of the committee are to

  • study the childcare worker shortage, 
  • determine how to increase the supply of affordable childcare seats, and
  • recognize early childhood educators for their ongoing efforts to improve Mississippi’s early education and care system.

The committee would include seven members, including

  • one member of the Senate appointed by the Lieutenant Governor, 
  • one member of the House appointed by the Speaker of the House of Representatives,
  • the Executive Director of the Mississippi Department of Human Services, or a designee,
  • the Executive Director of the Mississippi Department of Employment Services, or a designee, 
  • one representative of the childcare community appointed by the Executive Director of the Mississippi Office of Workforce Development, 
  • one representative of the economic development community appointed by the Executive Director of the Mississippi Office of Workforce Development, and
  • one representative of business and industry appointed by the Executive Director of the Mississippi Office of Workforce Development.

The committee is responsible for submitting a report on December 1, 2025. The report would provide solutions to the childcare teacher shortage and determine the potential feasibility and effect of a wage incentive program.
