This toolkit focuses on starting a state-funded early learning collaborative (ELC) program. Learn about the different types of state-funded pre-K programs and what steps you should take when considering starting a specific program. Being able to operate a state-funded collaborative pre-K program is dependent on state funding appropriated by the legislature. The application process for starting an ELC is managed by the Mississippi Department of Education (MDE).

She analyzed policy and data, developed policy proposals, conducted advocacy activities directed toward policymakers, wrote research and policy papers, and delivered policy presentations.

Director of Early Childhood PolicyMicayla Tatum is the Director of Early Childhood Policy and the co-author of the third and fourth State of Pre-K brief that focuses on access to pre-K in 2017-2018. She also was the project lead for the development and publishing of the pre-K data dashboard.
